Overview

The Deputy Director, Development, Design and Preservation leads Development Review, Urban Design and Historic Preservation in the District of Columbia's Office of Planning. Located in OP's Development, Design and Preservation Division, this role supports long-term growth aligned with inclusive, vibrant city values and stewardship of historic resources.

Responsibilities

  • Works with the Director of OP to formulate agency strategies and policies and identify short- and long-range goals for planning policy, neighborhoods, development, and historic districts/landmarks.
  • Represent OP at high-level meetings with counterparts from other cities, regional organizations, and federal agencies; advise District agencies on land use, urban design, zoning, and preservation policy.
  • Manage staff including associate directors; plan and assign work, set priorities, and evaluate performance; develop performance standards.
  • Provide technical and policy direction to Development Review, Urban Design and Historic Preservation staff; establish division goals and monitor progress against objectives and community needs.
  • Review major reports for the Zoning Commission and Historic Preservation Review Board; attend related meetings and make recommendations, as needed.
  • Compile, analyze, and summarize administrative, programmatic, and fiscal data to communicate status and importance of data collection and reporting.

Qualifications & Education

  • Degree: community planning or related field (urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration) with at least 12 semester hours in planning processes and related elements.
  • Combination of education and experience: Courses totaling at least 24 semester hours in relevant disciplines with at least 12 in planning processes; appropriate experience or additional education.
  • Specialized experience: at least one year at the next lower grade equivalent; knowledge of planning, land use, economics, etc.
  • Preferred: expert proficiency in planning principles (land use, economic development, transit, sustainable development, housing, urban design, research techniques); strong leadership and communication skills; experience interacting with diverse stakeholders; one year of management or supervisory experience.

Licenses and Certifications

The incumbent should possess a valid motor vehicle operator's permit and be able to obtain a D.C. Government operator's permit within six months of appointment.

Work Environment

The work is sedentary and performed in an office setting, with periodic outdoor surveys, site visits, and presentations.

  • Tour of Duty: MondayFriday, 8:00am5:00pm; evening meetings and occasional weekend meetings required.

  • Duration of Appointment: MSS, at-will appointment; may be terminated at any time with or without cause.
  • Promotion Potential: No known promotion potential.
  • Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
  • Position Designation: Security Sensitive; enhanced suitability screening; background/credit checks required.
